Ctech Systems Ltd successfully designed and developed the MERA Geo‑Intelligence Platform. MERA Geo‑Intelligence refers to a Geographic Information System (GIS)-powered platform or initiative developed for the Malawi Energy Regulatory Authority (MERA) to enhance spatial decision-making and regulatory oversight in the energy sector. It integrates geospatial data with regulatory, licensing, infrastructure, and service delivery information to provide real-time intelligence and improve energy planning, monitoring, and compliance.
The Challenge Of Project
MERA faced challenges in tracking infrastructure compliance, identifying underserved areas, and making data-informed decisions due to scattered and non-geospatial data. This hindered effective planning, enforcement, and equitable energy distribution.

The PMRA USSD app was built using Python (Flask) for the USSD interface, integrated with an SMS gateway via API, and supported by a PostgreSQL database for secure data storage. A Django-based dashboard allows PMRA to monitor reports in real time. The system is hosted on a secure local Linux server and supports both English and Chichewa.
